In a significant move regarding the ongoing issues within the Directorate of Vigilance and Anti-Corruption (DVAC), the Madurai Bench of the Madras High Court has mandated the Tamil Nadu Chief Secretary to form a high-level committee. The order was issued on Friday, July 31, 2026, with a deadline set for the committee’s formation within four weeks.
Justice B. Pugalendhi stated that the committee, which will be led by the Chief Secretary, is expected to conduct a comprehensive assessment of the DVAC’s operations. This review will particularly focus on various critical areas, including leadership, institutional governance, capacity building, investigation protocols, preventive vigilance, administrative reforms, as well as the integration of technology and enhancement of the public interface.
The High Court emphasized the current government’s commitment to combat corruption and foster transparent, accountable governance. It pointed out that the effectiveness of governmental policies is often judged not by official statements, but rather by citizens’ perceptions of fairness and transparency in their interactions with public authorities.
Furthermore, the court acknowledged that corruption has ingrained itself over many decades and cannot be eliminated solely through legislation or sporadic enforcement. It asserted that an agency charged with fighting corruption can only perform optimally when it is equipped with effective leadership, adequate workforce, competent administrative assistance, and operational autonomy. The court highlighted the importance of sustained political will to coincide with ongoing institutional fortification.
The committee has been tasked with presenting its comprehensive report to the government within four months of its establishment. Following the report’s submission, the government is expected to review the recommendations and undertake necessary institutional measures within three months thereafter.
