NEW DELHI: The National Investigation Agency (NIA) has named Muzafar Ahmed, an absconding paediatrician from Jammu and Kashmir, as a principal conspirator in the devastating vehicle-borne bomb blast that occurred near Delhi’s Red Fort in November 2025, resulting in the deaths of 11 individuals.

In a supplementary chargesheet submitted to a Delhi court, the NIA has identified Muzafar, also referred to as Faraz and Zafar, as a founding member of the alleged Al-Qaeda offshoot “AGuH (Ansar Ghazwat-ul-Hind) Interim,” as reported by the news agency PTI.

Muzafar Ahmed’s Role and Background

The NIA’s investigation reveals that Muzafar Ahmed is not only a qualified paediatrician holding MBBS and MD degrees but also the elder brother of Dr Adeel Ahmed Rather, another co-accused. Despite his medical qualifications, the NIA alleges that Muzafar has played a significant role in establishing and managing the terror module linked to the Red Fort explosion.

He is believed to have been one of the key architects of the conspiracy, working alongside deceased prime accused Dr Umer Un Nabi, Muzammil, Dr Adeel Ahmed Rather, and Mufti Irfan. Investigators indicate that Muzafar attended a covert meeting at Eidgah in Srinagar in June 2022, during which the formation of AGuH Interim allegedly took place.

Operational Activities and Allegations

The agency has characterized Muzafar as one of the founding members of this terror organization. Furthermore, the investigation suggests that he was actively engaged in the manufacture, testing, and storage of TATP (Triacetone Triperoxide)-based improvised explosive devices (IEDs) at a secret facility purportedly run by Umer and Muzammil at Al-Falah University in Faridabad.

TATP is a highly unstable homemade explosive that has been utilized in numerous terrorist attacks around the world. The NIA has also included Zameer Ahmad Ahanger and Tufail Ahmad Bhat in the chargesheet, both of whom hail from Jammu and Kashmir.

According to the agency, Zameer served as an overground worker (OGW) for the terror group and allegedly acted as a courier for arms, ammunition, and cash. Meanwhile, Tufail, described by the NIA as a former OGW affiliated with the Pakistan-based banned terror group Lashkar-e-Taiba (LeT), is accused of procuring and supplying weapons—including an AK-47 rifle, a Krinkov rifle, a pistol, and ammunition—to the module’s main perpetrators.

The Incident

The tragic explosion near Delhi’s Red Fort occurred on November 10, 2025, when a vehicle-borne improvised explosive device (VBIED) detonated, leading to the loss of 11 lives.
