Guernsey’s Pioneering Savings Scheme for Children in Care

A groundbreaking initiative has been introduced by the States of Guernsey, aimed at securing a better financial future for children in care. As part of this scheme, £10 will be allocated weekly to individual savings accounts, which these young individuals can access upon turning 18.

Jointly developed by the States’ Children and Family Community Services in partnership with Guernsey Community Savings, the programme seeks to grant these children a better financial start in adulthood, addressing some of the challenges they face when leaving the care system.

Supporting Transition to Independence

The launch of the scheme will immediately benefit around 40 young people. It ensures that savings start accumulating from the moment a child enters the care system, offering them a financial cushion for future expenses such as rent or educational opportunities, which can often pose significant challenges when transitioning to independent living.

Lucy Cook, associate director of children services, emphasized the importance of such financial resources in helping care-experienced individuals access new opportunities. “These savings are more than just money,” she explained. “They represent choices, security, and confidence as these young adults make the critical jump into adulthood.”

Implementation and Management

The States are collaborating with allpay, a payment services provider, to set the scheme in motion. Guernsey Community Savings will oversee account management, ensuring that each young person and their social worker are prepared as the transition to adulthood approaches.

At the time of accessing their funds, 18-year-olds will receive guidance on either keeping their savings with Guernsey Community Savings or opting for a different bank account. Joe Brown, the chief executive of Guernsey Community Savings, highlighted the scheme’s significance, stating, “It’s a crucial step in ensuring our young people are not left financially vulnerable as they step into the real world.”

Giving Care-Experienced Youth a Stable Foundation

This initiative reflects the community’s dedication to supporting care-experienced youth. Cook further noted, “We are committed to these young individuals as corporate parents, and want them to feel valued, supported, and encouraged to achieve their best.”

The commitment demonstrated by this scheme underlines a broader intention to provide equal life opportunities for all children, recognizing the unique needs and challenges faced by those leaving the care system.
